The Department of Health issues food permits and licenses. There is an unlimited number of licenses that can be issued, but there is a 3000 cap on permits. Apparently, there is a long waiting list, like a line to get on the line for a permit. In order to get a license, you need to go through a 20 hour course on food handling. Most of the vendors I talked to were renting their carts from people who had permits, and some even wore plastic gloves.
